There are 2 types of "silex-tipped fletched ammunition": crossbow bolts and bow arrows.
Contrary to the description, however, this does not appear to work with crossbow bolts, only the arrows increased the achievement counter for me.
To craft them, the camp and armory must be leveled/upgraded to level 20.
