I'm sure this is possible with some of the higher end arrows but I was able to get this with a fetched arrow (stick and feather) using a charged shot point blank on a group of turkeys.

They spawn in numbers in several missions but none more so than the thanks giving one in the radio room down from Kovac in the bunker. It's a level 10 mission and there are tonnes of them get a nice group on you and but a charged shot with a fletched arrow into them.

Again it should be possible with regular zombies but it's harder to bunched them up and you need better arrows.
