This can only be obtained after completeing the El Diablo DLC.
To make the special remote you must find all 10 Electric Devices on the 3 DLC Islands and and bring them to Henry to complete the quest and receive your special remote.
6 can be found on the islands (2 on each island)
3 from the hidden monkey quests which only show up after completing the DLC story.
1 from the monkey quest on Ascuas Island

The monkey quest on Ascuas Island requires a Gold Chalice from Santa Barbara Island.

Heres a guide for the 3 hidden monkey quests:
Island 1 (Horno)
Hidden Monkey Quest
Time he appears: 2am

Island 2 (Cenizas)
Hidden Monkey Quest
Time he appears: 11pm

Island 3 (Ascuas)
Hidden Monkey Quest
Time he appears: 4:30am

Cenizas island hidden monkey appears at 23:00

Hey thanks this really helped, just one problem though. i dropped one of the devices somewhere on one of the islands and i dont have a clue which one ! Any suggestions or am i screwed ?

There should be a yellow ! with a red circle around it and if you dropped it. It does that for all mission objectives like the golden objects or bottles of seeds but im not to sure if it will for the electrical devices.

Just to reiterate what DaViRoT said, the monkey appears at 11pm (23:00) not 10pm.

Just pointing out that the electric devices do not have exclamation points on the map. If you drop one make sure you remember where it is

Location of the 6 devices is not visible. All of those last 3 images are not loading. Can someone please fix it? Thanks for the guide.

I just put a website for it in just now so that should help if you still need it. The website is under the 3 pictures that wont load. I tried alternatives to get the pictures up, but it just wont work without you using the website.

This will be a quest given by Henry at the transmitter on Ascuas Island after completing the El Diablo Islands story missions. Find all 10 Electric Devices and bring them to him to complete the quest and receive your reward. The reward gives you a remote that you can use to change the weather from clear to storming or vice versa which makes it easy to recharge your Electrogun as well as refill any wells you're near.

You can obtain 1 Electric Device from the monkey quest on Ascuas Island, 3 from the hidden monkeys on Horno, Cenizas and Ascuas Islands (which only show up after completing the story missions), and 7 scattered around Horno, Cenizas and Ascuas islands (thanks to SpinelesS for discovering the 3rd on Ascuas). See the images below for locations.
