Easiest way I found is to hook up another controller, get a ways away from each other, then start going head on at one another, 2nd controller fires off 2-3 fireballs, and just press x when you see one get close to you, took me a few attempts, but it's not hard.

Any time that racers start shooting fireballs at you, mash and hope that two of which were sent in rapid enough succession. If you are having trouble unlocking it this way, you can try using two controllers. Have your dragons lined up and shoot multiple bursts at one player before pressing to spin. If you time it correctly this should pop upon deflecting two at the same time.
