This achievement is either a bit glitchy or really picky. If it's glitchy, you just need to keep trying until you unlock it. If it's picky, it doesn't count as hitting someone if they are recovering from a hit that just happened.
The way I got this, was to start a Warrior's Rally (race) and let the other dragons get slightly ahead of me. I then turned slightly to the left and started rapidly pressing RT. It took a couple tries, but it eventually unlocked.

This trophy requires Ruffnut&Tuffnut/Barf & Belch’s upgrade from collecting all 50 of their tokens. Once upgraded, start a Warrior Rally and drop behind the group. Lock onto someone quickly using 
and shoot a fireball at them. If you’re lucky it should end up hitting 3 of them and your trophy will unlock. If not, restart and try again.
