Scenic Perches are spread throughout the world (there are 10 of them). You must get close to one and press Y in order to land on it.
The easiest one to find (but possibly longest to get to), is the one that is on the highest peak of the mountain (at the highest point of the map). Just land on it and take a breather while knowing that in 5 minutes you'll have increased your achievement count.
