How to unlock the Row, row, row your boat achievement in Human Fall Flat - Definitive Guide
In the Water level
As soon as you spawn in look for the row boat to the right just off the shore. Climb in a grab the oars. To row the boat all you need to do is repeatedly hold both the and down at the same time, now when the oars are almost at the front quickly push both sticks back up . Just repeat this to actually move the boat. If you need to steer left or right at all just look that direction and the boat will turn. You'll need to go under the arch in the rocks. You should see the cargo ship by this point. Make your way towards it and once there the achievement should pop quickly.

instead of rowing the boat you can hang off the edge of boat to push it/move it in the water to get it too

A quick addition to UtG Mist solution.
I just found a much easier propelling technique for a row boat that abuses game's physics system - just hold oars and repeatedly jump forward.

Okay, there's a couple of other solutions to this. They're all very good solutions, but when it came time to do this myself I found it super easy to do using the same method you use to get the garbage dumpster achievement.
Here's what I did: after jumping inside the boat, grab onto the edge of the boat on the side facing the direction you want to travel. Then all you have to do is jump! Keep jumping and holding onto the edge of the boat. Make sure you don't go overboard (literally) by doing it constantly, or else you might have trouble getting back in. But as long as you hold onto the edge, you should be okay.
If you want to change direction, simply let go of the edge and pick a different side. You can pretty much ignore the oars, as they're pretty useless and can send you off course if you don't make good contact on the water on both sides of the boat.
Just grab the sides and jump!
That's it.

I found this faster and easier to control than to try using the oars. (It's also easier to use than the speed boat, but for achievement purposes you wouldn't want to use that anyway.)
Now, just keep jumping towards the tanker, and the row boat will eventually get there. Once you reach the side of the tanker, the achievement will pop.

Grab the row boat with 1 hand while outside of the boat. Try to make it so the hand is over and in the boat like you would if you were going to climb. Now just walk towards your destination and the row boat becomes a speed boat with no jumping/rowing required.

I stumbled across a much easier solution for this achievement than the rowing mechanics, you can essentially 'pull' the boat through the water.
Grab the back of the boat using + (do not let go or you will drown), push the boat into the water by holding + up, move the + around left or right until your back is facing the stone archway/cargo boat, then simply pull down on the + to pull the boat backwards. If you hear bubbles then lift + up to prevent drowing, you can also move + right or left to look around and see where you are going.
The video below shows the technique, hope this helps.
