I found four boats on this map: The row boat, the sail "raft", the speed boat, and the freighter. Prior to boarding the freighter, take the row boat or raft to the speed boat within viewing distance. Use the two round pylons to wheel the speed boat into the water. From there, ride around the water for a couple minutes until the achievement pops up.
This can also be done with any of the first two boats, but the speed boat travels much faster and can cover the 1km in much less time.

When rolling the speed boat into the water, the best way is to roll the pylons longways along side it and kind of rock the ship back and forth so it is almost sitting long-ways on them. I didn't get it exactly on them, but as long as one was situated on both sides, I was able to grab the sides of the boat and rock it back and forth. Eventually it actually floated into the water sideways.
(My first attempt was to roll the pylons perpendicular to the boat at the front of the boat (under its bow) and try to push the boat onto them to "roll" it into the water. But I don't think you have enough footroom to get enough momentum to get the boat on top of the logs.)

The speed boat is by far the best method for this. I did not think that thing would move at first, but the polsts there get it moving. Thanks!
