This is part of a Goldy reward, you can unlock this by selecting different options in the Archive once you have collected 73 Goldys.
The earliest this can be unlocked is after three trials of Sequence 4, providing you have collected all the Goldys in the first three Sequences.
When you have collected 73 Goldys, there will be a pop up showing that the 'Skin:Toon' is now available. Simply go into the Archives via the central menu and first select a new character model on the left then head to the right to select the new option et voila!
