You'll need to complete this level without using the Retry Keep Commands option. You can retry the level if you mess up, but make sure you choose the Clear Commands option.

Appears to be bugged for me. Have just completed 5 clean runs in a row. Even cleared the cache as well but it just won't pop

If you lose or want to start over, you will have to go to the level selection and restart that way. If you replay with saving/deleting commands, it will not count

You can replay with the removal of teams, the trophy is protected. You can't just repeat and save.
