To achieve this, just set up a small easy game for yourself with only one AI player.
The idea is that you take all the AI's territories and kill every last armie they have. As soon as you got that, a popup will notify you. Go the the next turn, in that turn the game will tell you that it is your last turn. Finish that up, end the game and during the ending scene this achievement should pop.
