Can be acquired in a 1v1 game with the AI.
You'll need to win a war by driving the AIs War Support to 0, and then under the Relations tab of the relations menu (
+
), select Force Surrender.
Then you'll be able to make demands, such as forfeit territory, or in this case, become vessel, which is the bottom option.
While I cannot verify for sure if it's needed, the AI had no outposts or cities, I took everything from them before going after their capital and seiging it.
