The earliest I got this was level 14. As you level up you earn unlocks. You can do it this way or just buy the unlocks with Microsoft points.
What you want to do is once you are on the map of the world, go to the armory by pressing 'X' and go yo weapons and unlock at least one weapon from each category. Again the earliest I got this was level 14 if you do it the free way.

The categories for weapons are SMGs, Shotguns, Heavy Pistols, Specials, LMGs, and Assault Rifles. As you level up, you will earn unlock tokens to use for weapons and abilities. Continue leveling up and you will eventually earn tokens for all the weapon categories.
