I'm going to try and be really vague on anything that could be considered spoilery but be warned that it could be a little hot depending on your tolerance for spoilers.
First requirement here is to play through the game until you receive an email from "deepin2thedeep" asking you to pony up 200 hypnocoin for their submarine expedition. You should receive this around the time that you're doing the hacker case which I believe is the 4th one. After finishing the hacker case you will receive a link to play Outlaw. DO NOT PLAY OUTLAW before donating to the submarine expedition or the opportunity will be gone forever (or at least until you start a new game).
I missed this first time around because at this point having a spare 200 hypnocoin can seem like a tall order.
Here are some tips to build up the required money early. These are pretty spoilery so I'll put them in tags.
Regardless of how you save the coin, make sure to donate to the expedition before moving on to November 26th.
The other 2 required donations are on the same page as each other and if you're following the story of the game you'll almost certainly be taken right to them. This happens on November 26th and I'm going to be extremely vague so as not to spoil any puzzle solutions.
You will receive a case to track down some malicious software in Starport Dreamstation. There are multiple complicated steps to reaching the page with the download link to this software which needs to be reported as a violation to close the case. Again, doing this is part of the main story of the game. I think there are other possible ways to close this case without having to visit this page but this is the most common or "dev intended" route.
Scroll down a little from the download link and you will find a banner and links to donate 11 hypnocoin each to 2 members of this community.
As long as you do this and have previously donated to the submarine expedition you will unlock the achievement right now.
According to The Wicked Soul in the comments you can miss the donations on November 26th and still get the achievement later by doing them in the HAP. So the only missable portion of this achievement is the submarine donation. I can personally confirm that making the submarine donation in the HAP will not trigger the achievement, even though you can still visit the page and "donate" your 200 hypnocoin.

I unlocked this by during HAP. I did donate to deepin2thedeep during the story. So you can donate to the other 2 later if you miss it.

So you did the submarine donation on the 5th, missed doing the other 2 on the 26th and then did them later in the HAP and got the achievement?
