Although you can get it within about 3 minutes of starting a new game so it's hardly a big deal.

This is specifically for flagging Zane's page for removal on November 5th. I've tried skipping it and doing it later in the game and it doesn't work. On November 26th he doesn't seem to have any violations, December 31st you can report on and flag the new Got Game Or Way Lame page but it doesn't pop the achievement, and flagging is disabled once you reach the HAP.

So this is super easy to do but it's definitely possible to overlook it.

Once you've closed the first case (copyright infringement pictures of Gumshoe Gooper) you'll be given access to Teentopia and the harrassment case. To complete this main story quest you'll need to find Zane's secret page and report a bunch of violations on it. If you're really struggling to find the secret page Once you've reported 3 or 4 violations you'll see that the little bar at the top of all his pages should now be filling up with red, say "eligible for flagging" and have a little button next to it marked "flag".
Click this button on any of his pages at any point during November 5th and you should pop the achievement. You can close the harrassment case and come back later, just as long as you do it before which will progress the story beyond November 5th.

Also while you're at it there's a similar missable achievement for flagging Corey/ThatBrassyKid's pages which also can only be done on November 5th.
