The "playroom" level is the third bonus level in Playroom Escapade (bottom right), and will be accessible after you have obtained all of the light blue safkas in the first 9 levels of this chapter.
I'd advise playing through this level at least once to get comfortable with it first (doing so will also grant you an opportunity to earn the "Follow Me" achievement, which should not be attempted at the same time as this one!). Be especially patient with the moving creature in this level, because you may lose precious steps if you make a wrong move at the wrong time and he doesn't end up where you want him to be.
This video does not belong to me, but it will show you how to obtain this achievement. The uploader completed this level in 177 steps, so you're not expected to put on a flawless performance. However, I would strongly advise taking your time and following the uploader's moves as closely as you can for the best results.

This achievement is obtained in Berry Story, specifically the second chapter, Playroom Escapade, level "playroom" (the third bonus level, bottom right). This level must be done in less than 200 steps, so take your time and only move where you need to. It may take you a few tries to do this as you get more comfortable with the level. If you wish however, User "Unlock30" on Youtube has made a guide on the steps that they took to complete the level in under 200. Following this guide should land you around the same steps they did (177), which will be well under the 200.
