Like the other bosses you have to defeat Prisoner One twice. He is located in the Prison area.
This boss uses the disintegration beam quite a bit. It's always in a straight line so dodge to the side. Your best strategy is to hug the boss. Get in real close. Attack and dodge his sword swings. If you close the gap you can always seem to bait out his sword attack, which is easily dodged. The more you stay at range the more he uses the beam attack.
His second phase adds seeker orbs. These stay put until you are close enough to them and then they attack you. They don't seem to do any damage as long as you dodge while they are attacking you. I tried to spam the dodge button as much as possible when he spawned these.
Again, stay close and he will mainly use his sword attack instead of the seeker orbs and beam attacks.
In the second fight, the outer area of the arena can damage you if you linger there. Stay in the center. This can make hugging the boss more difficult. But you should still try to bait out his sword attack as much as possible.
One last thing. Normally I save my spells and shots for a bosses last phase... but I struggled with this boss for awhile. I found that I had better success when i unloaded all my items straightaway. I managed to knock almost half his health off this way and then went back to sticking close.
