After getting around $8m in Quest Mode, buy the R34 Skyline and tune it as much as you can afford. Quit to the main menu and select Time Attack Mode, then C1 Inside.
Using this car you should get this achievement easily. It doesn't matter what time of day it is or whether traffic is turned on or not.
You can do this with a stock R34, but it's much easier with a little tuning.
