When you have defeated all the other 8 members, Snake eyes will appear at Shibuya Parking Area. Race him and beat him at a Time Attack race and the achievement will unlock as long as the "Phantom 9 member" achievement. To make things easier before you race with him go to garage and use your money to tune your car. Buy the best engine available and spent a little time to customize the gears ratio. It helps a lot.
