This is unlocked during Tape 1 inside of the department store. One of the rooms has a stack of CCTVs and to the left of them is a notepad and pen you can pick up. Mannequins will appear throughout the stage, and when one does just interact with its head and use the pen and notepad item. You'll slap a smiley face sticky note to them and pop the achievement.

No Notepad and Pen were present for me in CCTV. They were in Office past printer on the right wall.

Achievable in Tape 1 "Virginia Ruhl".
First you'll need the Pencil and Sticky Notes which are Located in "Maintenance East Wing" - Office Area. After you Shut off Power to the Room proceed under the formerly Electrified Gate on a Corner Desk you'll find the Pencil / Paper. Once obtained proceed to the nearest Mannequin and Interact select the Pencil / Paper and the Achievement should POP! Shortly after.
