Hi All
There are a grand total of 72 pills to find in the game.
24 can be found in the apartment building, you will not be able to obtain them all until later as you require certain tools from the tape to reach them. There are 12 pills in the supermarket, lighthouse, factory and forest.
You can replay any level by going into your office and running the tape again. I do not recommend selecting a chapter from the new game menu, this will wipe your collectable progress.
You can use the mirror shard obtained in the supermarket to reveal pill locations, however it will not show you how to reach it.

Can u go back to any point in the building and get collectables that u missed like in previous visits there?

After the third tape, Max's, the basement of the main building hub does get flooded. The water does hurt you after being in it for a bit. But I'm also not sure if it blocks you from getting a pill or two down there after it does flood, you might be able to brute your way through the water, just as you can with the harming gas even if you never picked up the gas mask. To be safe, make sure you get all the basement pills as soon as possible.
The achievement isn't listed as missable, but it could also be that someone that did possibly miss one of the pills hasn't mentioned it, or tried to flag this as missable.
