To get this, you can go through Quick Play, rating holes as you go, or you can go through the Course Browser. Either way, go into the menu from the course and press

If you go into the Favourites tab and use the filters it shows how many of each positive rating you've given. It doesn't show the negatives but if you use the tongue face (or whichever) then you can track them and roughly see how many you have left.

You can rate community holes in quick play. You do not need to finish the hole, you can simply press your 
button, press 
then rate the hole with the 
button after push right on once on 
and skip hole. Rinse and repeat till the achievement unlocks. You can rate courses in online games but not sure if it counts.
