First, the difficulty achievement is not stackable.

To unlock this achievement to need to play all the courses of Tortuga tournaments on casual, normal and hard, you need to win on the previous course before the next unlocks. Look for the shortcuts while playing the lower difficulties to make the harder ones easier.
