For this achievement you must run up to the Empress' throne room within 3 minutes (you also get a Situation Bonus), when Halgita is under attack.
The throne room is pretty simple to find as most other routes are blocked off, keep your weapon sheathed and don't fight any enemies and you will make it there with plenty of time to spare.

For this achievement you need to reach the Empress's throne room in under three minutes.
You will have a timer at the top of the screen when you enter the city of Halgita. Run forward until you reach the door, then turn right. Follow the corridor around until you reach the stairs, follow the stairs to the top. Continue following the path up the small staircase, then take a left through the door and then up another staircase. Once at the top of the stairs take a right past the stairs and then approach the door on the right to unlock the achievement. Keep your sword sheathed the whole way and ignore all enemies and you shouldn't have any trouble reaching the throne room in three minutes.
