I used the YouTube video below to get this. The trick is to use Act 2 to boost the card Ouroboros first. I boosted mine to 99 stats on both attack and life. That's more than enough to do the job.

After you complete Act 2, play long enough in Act 3 to get up from the table. Turn around an make the clock appear. Set the time to 4 o'clock and grab the boosted Ouroboros card (don't worry if the stats look low). Do the boring task to get the battery and return to fight in Act 3.
Kill an enemy with the boosted Ouroboros and you'll instantly get a 3 star bounty. Then go out and find another battle or two and a bounty hunter should appear.
Note that the bounty hunter cards are the yellow/orange ones that appear during a battle. If you find yourself losing the bounty hunter battle, you can quit the game and the reload to try again.

This is a fine solution but you don’t have to have a boosted Ouroboros to get a 3 star bounty. I got one just by winning enough battles in a row and defeating the level 1 and 2 bounty hunters.
