I found this accidentally when playing outpost in co-op. After the timer at the bottom runs out the enemies start to retreat. When they are retreating if you follow the enemy ai they will not shoot you. Eventually all the enemies that survived that wave will stop and afk in a group all you need to do is roll a grenade at their feet.

Usually where the ai spawn is a restricted zone but when they are retreating it isn't.

Also make sure you buy a nade. The game starts you with 2 points which is just enough for one.

I just got the achievement by shooting a RPG at three enemies. So that may help people who have been struggling

I used the RPG, waited for them to retreat like you said, followed them,, and found 4 sitting in a group doing nothing, not even noticing me. Got it first try with your guide lol.

This does not work with molotovs, you do need to use an explosive

I did this in PvE on "Ministry":
When you approach a big parkinglot, right where the last objective is, there should be a ton of enemies, just throw a grenade right in the middle of them. Easy-going!

I got this using the AT-4 and near an objective in Push and hit 3 right as they came into a hallway chokepoint.
