The quickest (and easiest) way I have found to get this cheevo was by playing co-op, using a sniper, DMR or an AR with a 2x or higher optic (I went with an AR for faster follow-up shots). You will probably want to find higher ground than that of the enemies, since they won't hesitate to rain hell upon you. Holding RB while aiming will focus your sights, making it slightly easier to acquire targets.
Dying won't reset your progress but changing matches will. So take your time if needed but also try to be brisk.

Very easy to do in any game mode with bots. Set your gun to single fire or use a sniper rifle to make even easier.
