This popped for me during normal bot game and there isn't really a good solution because of how fast you can die in this game.
The goal is to shoot a player or AI while they are reloading. Which does seem like a annoying task. But is it one of those achievements that came from natural game play.
I suggest having a few games of just playing with no achievement goal and you will find yourself popping a few naturally.
