This achievement is cumulative. When you complete a level, you earn money. I personally earned this close to the end of the pacific campaign.
The later missions tend to give you large rewards of cash, and completing certain challenges can also reward you with cash.

Also buggy as hell. Game issues may overlap someones progress with yours. I popped this while upgrading my trench on the ship well after the end of mission screens (5+ minutes).

At the end of each mission, you are awarded money to spend at the shop. The amount depends on how far into the campaign you are and what medal you were awarded for it. For instance the last mission 'Farnsworth' rewards $2,000 for being awarded the Bronze medal.
By completing all missions up until this point, you should unlock this on the mission 'Volcano' in the last act 'Pacific'.
