You can unlock this achievement by grappling a howitzer and shooting at another object (person, turret, tank, etc). It can be done on any difficulty. I recommend Easy.
Howitzers can be found in Maggia Factories (4th mission) or if you want to find a TON of them try Lost Destroyer (8th mission). In the Lost Destroyer you will find several of them on the outskirts of every base on that map.
You will need to land next to a Howitzer and press and hold B button. You will then grapple it. Then you will need to aim and shoot (press RT) at another enemy before the Howitzer blows up.

I think you wrote this off memory because there are absolutely no howitzers on Arctic Battle. I think you mean mission 8, Lost Destroyer where there are quite a few. You mention "bases" which ties in with mission 8 also. Found no problems there. I voted up anyway but if anyone still plays this and is looking for a howitzer, mission 8 is simple.

This can be accomplished as early as the Maggia Factories mission. Locate a Howitzer (tank) on the ground near any of the base structures, land on the ground and grapple it by holding B. You're then able to aim the tank's cannon and fire off a shot before it's destroyed. While you have it grappled, just make sure to aim at another enemy and then pull the right trigger.
