At the very beginning of Chapter 3, you will be in the metro station. Click on the trash can on the far left to get a map and startle a pigeon onto a nearby bench. Now you will want to pay attention to the chandeliers on the ceiling – you want to send the pigeon onto the first, second, and fourth (off-screen) chandelier BEFORE sending it to the third (the only one required for story progression).

To send the pigeon, you need to try to pick it up when the chandelier you want to send it to is NOT LIT. It will fly up and land on the chandelier, poop, and then come back to the bench. The order doesn't matter, just as long as the third chandelier is the LAST chandelier the pigeon goes to (it won't come back after pooping off of the third chandelier). To work the timing on the fourth chandelier (which you can't see and still access the pigeon), wait until the third chandlier comes back on after being off, then pick up the pigeon – the game will take care of the rest.
