In the Metro section, you will see a lever to your left. You must place 3 balloons on it to keep it held up so that you can grab a bucket below some stairs.
Balloon 1: On the helium tank in the carnival area. Must use a razor to cut it off.
Balloon 2: Found in the carnival area at the cotton candy stand. Cut it off.
Balloon 3: Obtained through the barracks area when the train goes left. After getting the paperwork to join the army by the general in the car, you must talk to the lady there. She will give you rubber which you can inflate at the helium tank which is on the right side of the carnival area.
