This is a missable achievement in Chapter 3 shortly after arriving in the Metro Station.
After you can get on the train and go either left or right, take the train to the left and you will be at a military base. You will notice a tiger's tail in the bushes behind you. Go up to it and use the talk option to talk to the tiger. By doing so you will make the tiger angry.
IMPORTANT: If you do not talk to the tiger and then proceed to the left of the screen where the tiger jumps out, when you leave the tiger will jump back into the bushes and you will miss your chance at the achievement and will have to reload an earlier save.
After making the tiger angry, proceed to walk to the left until the tiger pops out and blocks the path. Then return back to the right and head back to the Metro Station. You will know that the tiger didn't jump back into the bushes because you can still her it growling/roaring. Once back in the station, take the train right to Gork Park. Once in the park go right where you will see some kids near a animal cage that is open.
Talk to the first kid, Gutek, and go through the options so that he tells you about himself, the other kids, and the tiger. Eventually he will ask you if you have seen the tiger and explain you shouldn't have made him mad and he tells you the only way to calm him is to give him a plush toy, which Gutek is holding.
In order to get the plush toy you have to tell Gutek a story that is "dark" as he told you early during conversations he likes macabre things. From the options you want to choose:
In an underground cave, under Gork Park, there was a dark dungeon.
It was inhabited by a brooding executioner...
...who kidnapped small children to eat.
...a conductor...
...who shot him in the head...
Gutek will then give you the plush after you complete the story. Now head back to the military base and give the plush toy to the tiger for the achievement.
