Story Achievement
As you enter the Redwood Coast area you will be shown were the Tax Bridge will be built, unfortunately it has to be built from the other side. This side can later be accessed by using the Pteranodon after clearing the Bird Bay area.
Once you are on the other side of the bridge (Amber Cliffs) all you need to do is clean up the area, then deposit 10 Tax Coins into the machine and the bridge will be built instantly.

Story achievement / unmissable.
Halfway through the Dinosaur Island DLC, you find a bridge that you can't build (which is fine). The game tells you the machine to build it is on the other side.
Later, you get the ability to fly a pterodactyl. Return to this area; fly across the river; clean the new area; and build the bridge back to unlock the achievement.
