The Velociraptor can be found by cleaning the second area 'Carnivore Cove' and can be fed using the Drumstick trees nearby. However you are unable to ride them. You will unlock the ability to buy saddles from the online shop during the fourth area 'Frosty Fields'.
After buying the correct saddle and having it delivered simply run back to the Velociraptor and press
to ride it.

Note: If you don't do this until after you 100% the level, you won't be able to ride the Velociraptor. I bought the saddle for both the Velociraptor and Ankylosaurus at the end and was unable to nab the Raptor Rider achievement so be aware of that!

I can confirm it's buggy. This is my last achievement and I can't press X on any Velociraptor.
