I got this on my second island of a play through once I realised the island was big enough.
My general plan was to utilise the “Market” it has a fairly large radius of influence and is affected by Houses and Mansions, but it does take a while for it to be offered.
I built up 2 Town areas of Houses and Mansions around a central Town Center with enough distance between them so that when I was eventually given the Market in one of the packs, I was able to place it down and take advantage of the large boosts from both sides.
When I eventually placed the Market I gained +93 points, way over the required 75. It just shows that you’re able to build up quite sizeable Towns.
