This achievement is unlocked on the Beneath the Ice level of the Snow Globe chapter.
What you need to do is swim until you open the doors to the mechanical room. After the cutscene with Dr. Hakim (the book), exit from the water window directly in front of you, take a right and go directly to the surface. Once above the water, orient yourself to see the lighthouse and if you keep turning to the right, you should see a pirate ship stuck in the ice. Go to it and find the steering wheel. Behind this steering wheel will be a chest. When you open the chest, you will get the option to magnetize hats onto your character, doing so will unlock the achievement.
