You need shop tickets to purchase anything in the store. To get shop tickets, you need to play mini games which are unlocked when you complete the 1st world. The cheapest item is worth 25 shop tickets.

You need 25 tickets to buy an item from the store. You can reach the store by pressing while in the minigame menu but will get the tickets from playing minigames.

Complete the very first mini-game 1-2 times and accumulate a total of 25 tickets. Then in the mini-games section, click on the triangle to go to the costume store and buy any for 25 tickets.
