Just an update. This just popped on my 4th playthrough. It is sporadic and doesnt count every kill. It jumped from 48 to 68, then was stuck at 98% for ages. .. didnt move even when i cleared the whole black merc base, then with no warning it popped in the castle.

Not sure why it doesnt count every kill but it is doable as of May '22.
