Quick guide on this - stealth is your friend.
Shadow is a must for this as Silent Stealth kills are just as easy in hard mode. Use him to hide, whistle guards out of position and silent kill them.
I needed Ivan for "all mercs" cheevo and he was a bit of a liability on stealth mode. I had him using a crossbow from behind high cover and running him to hide bodies. I added Vicki in phase 2 (For single shot crossbow kills and easy gear maintenance)
Basically you need to isolate single guards, silent kill them and hide bodies, I did whole maps like this without triggering a firefight (100% stealth kills in water resevoir etc) you really dont feel the difficulty spike this way.
If you get spotted and a firefight breaks out you see the difficulty spike. you can die in a single AR barrage and AI is grenade happy on some levels. Focus on stealth and getting into an advantageous position before you kick off a firefight.
