With latest patch, this is now obtainable.
I finished the prison with 10/5 prisoners alive
i stayed outside the prisonwall using oversight for the first 20 rounds or so. That cleared out half of the enemies.
in the far right corner, is cages with 5 prisoners. And a "blackguard" guarding them.
He will start executing them at the beginning of his turn after you clear the fog of war around him.
So drop all your powers and whatever you got, and kill him right away.
