Shortly after you enter the second area in the west Alvita will give you a 2 man rebel squad that you can place when you're on the strategic island overview map.
So wait until one of the enemy squads leaves their base, save the game then position the rebels directly in the enemies path. The rebels will stay there for 3 turns so you should get the achievement when the two units meet but if the enemy turn around and avoid the fight reload your save and try again.
