the earliest you will be able to do this is in the second level when you are sneaking through the garden. there are 3 cameras on the level. when you reach the first camera it will give you a tutorial and a quick button press game. just do this to all three cameras in the garden and the achievment is yours

For this one, you'll need to be in Monaco. Work your way through the gardens in order to reach the casino. As you do so, you'll come across three seperate cameras that you'll need to disable. Although the gamers above described exactly what you need to do, I am here to give you a description of where all the cameras are located. I'm sure you will find them easily without reading my guide, but it doesn't hurt to lay down the locations here for the 1984 achievement.

The first one you'll find after opening up a black gate-door and James will automatically run to it. The game will then teach you how to disable it. Follow the instructions that are displayed on the screen and that one will be done.

The second one is not far from the first one, inside a garden clearing of sorts, on the upper-left corner. Get in cover, wait until the camera looks the other way, then immediately run up to it and use your Smartphone. Once again, the instructions are up, on the screen, so follow them and the second camera is disabled.

The third and final camera is located a little ways, but you'll come across it with a guard walking left and right. Make sure you kill him first, out of sight of the camera's range, then work your way behind it. Once you get into a good position, where the camera can't see you, whip out your Smartphone and disable it one more time. That should be the last tutorial done and once you accomplished that one for good, the achievement should unlock.

If you get all three cameras, two achievements should unlock - 00 Status, which is earned by doing the last tutorial of the cameras, and this one, 1984, which is disabling all three cameras in Monaco. Easy as pie! Have fun and good luck!
