This achievement ties to a category of side quests in the game called Friends, where you first engage in contact with a person that has a grey (green after you start a friendship event) colored face icon above their head. Press when you approach the person and the prompt comes up to talk and you can start a friendship event, where you'll need to fill out the green bar at the top of the screen through completing various tasks. After filling the bar, you will become friends with this person. You'll first be introduced to these quests early in Chapter 1, when you first meet with Tsukumo in the main story at the Theater Square Mantai Net Cafe branch and become friends with him automatically. Most of the people you can be friends with early in the game are employees of the restaurants and shops in Kamurocho, and some require buying an item in the establishment for the friendship event to trigger.

My strategy with gaining the other 9 friends ASAP from my experience should go like this:

Alice Ino, Sota Nonamura, Kyoshiro Asamura, Dwayne Cruise - All are cashiers of the POPPO Kamurocho locations (Showa Street, West Shichufuku, East Shichufuku, and Tenkaichi Street respectively). The stores are running a music fair promotion with vinyl records being given out after spending a certain amount of money on goods in each store, 7000 yen to be exact. Do this for each of the four stores to become friends with the cashiers.

Takeo Inose, Yasuhiro Furuya - Both their friendships can be made in tandem. Inose is the manager of the Tenkaichi Street Wild Jackson restaurant, while Furuya is the event manager at the nearby Wette Kitchen. Eat food items at these establishments to trigger the friendship events. Start with Inose first, then meet with Tsukumo to check on anything in social media that mentions Wild Jackson, when he asks you what key word to further narrow down the number of hits, choose "Specials". Then meet back with Inose to share the information. Afterwards meet with Furuya, who'll ask what would help bolster the Wette Kitchen brand. Respond by selecting "A Fast Food Joint", then leave the area and come back after a few minutes to ask him again. He'll then ask you of which restaurant you think Wette should collaborate with. After this conversation, head back to Inose and he'll ask you for ideas to improve the establishment. Select "Optimistic" and you'll mention Wette. Leave the area, and after a few minutes head down to Wette and you'll see the duo standing outside the restaurant talking. Engage with the pair in conversation and you'll complete two friendships with one Yagami!

Kazuhisa Norimoto, Miharu Shima - Like Inose and Furuya, these two lovebirds can have their friendships completed in tandem. Both work the counter at the Cafe Mijore on Nakamichi Street. Your friendship events will trigger just by talking to them, you don't have to buy anything. You'll start with Norimoto on your first visit, then start with Miharu on the next one, and the cycle repeats. You'll need to visit the establishment a total of ten times and contact the clerk in question. You'll complete your friendship with Norimoto on your ninth visit, and Miharu's on the tenth. You won't be asked any questions for which you're prompted to select answers during the process.

Kunio Ichinose - Can be found at Ikinari Steak on Shichifuku Street. Buy a food item to eat there to trigger the friendship event. On your second visit, ask Ichinose who's standing outside the restaurant. He'll ask you what makes for a successful manager. Your answer will have no bearing whatsoever on the outcome so go with what you want. On your third visit, you'll see Ichinose's assistant (in a black business suit) waiting outside. Ask him and Ichinose will arrive, offering advice of spreading goodwill to the customers. Your friendship will be complete right there.

Once you finish 10 friendship events, the achievement will pop on screen. Happy friending!

About half of these friendships can be made as early as Chapter 1. How you make the 10 friendships to unlock the achievement is all up to you, I'm just putting my strategy that emphasizes on saving both money and play time.)
