This is a missable achievement during chapter 2
After meeting Kaito in the Koi Bride shop and defeating the group of thugs you’ll be directed to go downstairs. After you are given the Key to L’Amant and the free 300 chips make a save here. While you’re in the Casino waiting for your informant you need to double your chips (earn 300, so that you get to a total of 600). This has to be done during this section of the story, it can’t be done later. You also can only play one of the 2 games that the casino has (Poker or Blackjack) and once you stop playing either the story advances, so make a save when you’re in the Casino before starting either game, so if you lose too many chips you can start over.
The choice between the two games is up to you. Poker you can win more quickly, but it’s against 3 people so you’re more likely to lose and you can’t bait the AI to fold that easily as there isn’t an option for All In. Blackjack is only you against the dealer and is a more basic win condition, but you can’t earn as many chips as quickly.
Note: On the PS4 version some people complained about this achievement not unlocking when they were over double the amount they started with. Also, If you do this achievement in NG+ you don’t actually need to double the amount of chips you start with (you keep all your chips from the first playthrough when starting NG+) You just need to earn 300 more.

Nice. I just played Blackjack twice. First bet 100, then 200. Popped with exactly 600 chips total

During chapter 2 you will have to meet Kaito at a location called 'Koi Bridge', after a battle against a few standard thugs with weapons you will be told to go downstairs to the secret casino.
Go behind the counter and unlock the door, you will be given 300 chips and told to waste some time before the story can proceed.
Create a save here, you will need to get yourself up to 600 or above. You can choose poker if you fancy your luck but it is harder as you are up against multiple CPU's rather than just the dealer in Blackjack.
For Blackjack, win your first hand and then increase your bet on the second. Repeat until you win both hands consecutively. If you fail, cancel to menu and reload the last save.
You must exit the minigame for the achievement to pop, do not risk continuing to play after you have passed 600 - you keep your chips and can use them to play later.
