As soon as you get into th e main lobby area, press start/menu button and select "Customize Battle", then select "Register Team".
Select "Team 1" and then set any character to each slot. Do the same for 2/3 and then back out. You should see "Saving..." in the lower corner and unlock this.

At first I could not find it either but once I looked under something else....popped it.

On my screen the menu option was listed "Battle Options", may be worth noting?
