This can now be done in Sandbox mode in Creative mode since all dinosaurs are now unlocked.
Build a Hatchery and build a path to an Arrival Point to activate it.
Go to the Hatchery and incubate a Velociraptor, T-Rex, and Indominus Rex
The achievement will unlock after they are all released.
This method will also unlock the "This is a Modern Prehistoric Marvel" and "So Many Teeth" achievements for releasing an Indominus Rex and T-Rex.

Can be unlocked on Jurassic World Chaos Theory as releasing Raptors and Indominus Rex are needed for the Mission to continue aswell as 50% of T-Rex Genome. (You need 50% Genome of a dinosaur to breed it).
Just play through Jurassic World Chaos Theory and instead of going to the main menu after completing it stay on the map. Just breed and release the T Rex and the achievement will pop.
This will also get you the achievement to either breed an Indoraptor or an Indominus Rex.
