This does not seem to be attainable in sandbox mode. I tried to do it quickly in that mode but it simply wouldn't pop making me think I had the requirements wrong but it is probably more to do with the sandbox mode allowing you to have everything unlocked.

Regardless the achievement is easily obtainable in any other mode. Load up Jurassic Park Chaos Theory. Once you build and expedition site and science centre start sending your scientists out on expeditions for whichever Dinosaur Genome you want to get to 100%. Having the dig yield upgrade applied to the expedition centre helps to complete a genome in less trips. Once your expedition returns, extract the fossils in the science centre and rinse and repeat until you get the genome to 100%.
