Wrangling is a new mechanic involving the ranger vehicles with the send and summon commands that have to be activated while manually driving the vehicle.
The easiest way to do this would be to go into any sandbox map and place a live feeder in a small enclosure.
Drive into the enclosure in a ranger vehicle and use either send or summon while highlighting the goat and you should get your achievement.
You could also pair this with the 'Head 'em up, move 'em out' solution if you haven't gotten either yet.

Heh, got this just by experimenting with the commands while figuring out how they work. A goat happened to be in its area of effect.
