This can be unlocked in Sandbox in Creative mode.
First pause the game and go to "Sandbox Settings" put Dinosaurs Don't Starve and Dehydrate to "All Dinosuars"
Then build a Hatchery and attach it to an Arrival Point to activate it.
You can then add the "Accelerated Growth" and "Additional Bay" upgrades to the Hatchery to unlock all the slots and allow faster incubation.
Then either release all of the same dinosaur 50 times or you can release one of each to make progress towards "One More for the Sticker Book".

You can make additional Hatcheries and fast forward the game speed to make this process go faster.
